I was going to say you have a good point, but then I started thinking about River Song, but then I remembered that River Song wasn't actually related to him (we hope...) and then I got all confused again. But... I don't remember that rule? They may have mentioned it in Old Who somewhere... I know I'm kinda slack on that aspect of the fandom...
